Managing Environmental Liability

  • Firstly, the uncertainty surrounding the land devalues it;
  • Secondly, environmental risks that do exist expose organisations to possible liability, which is often difficult to quantify in extent or cost.
We understand the environmental risks and utilise our extensive brownfield and environmental knowledge to create added value and provide certainty wherever possible.

Contaminated Land

TEC services embrace desk study appraisals; design, specification and supervision of ground investigation contracts; soils and water laboratory testing; analysis and interpretation of data; preparation of factual and interpretation reports; risk assessment; and remediation design, supervision and validation.

TEC has the expertise and vision to understand risk exposure and, working in partnership with our clients, delivers cost-effective solutions to help achieve our client's objectives by effectively managing the environmental risk and liability.

Legislation and Policy Advice

Effective communication with regulatory authorities and legal advisers is vital to ensure that the main regulatory regimes that are in place are fully complied with. Advising upon the responsibilities of compliance with the existing regulatory regimes, while keeping abreast of likely changes in EU and UK policy, is a major element of TEC's service to our Clients.

Liability Screening

While we understand that Contamination Risk Management for a development site can, on occasions, be an extensive process, we also understand the need for a rapid liability assessment of a potential site prior to there necessarily being a commitment to that particular site. In response, we have developed the TEC Environmental Health Check which provides an inexpensive screening of the likely environmental risk exposure associated with a site or sites, where we provide a full Phase 1a approach.

Geo-Environmental Investigation

Central to our integrated, rapid response service is TEC's access to a number of UKAS and Mcerts accredited laboratories, which allows a high degree flexibility while, at the same time, providing the control necessary to work within tight timescales. The ability to integrate the taking, analysis, and subsequent interpretation of samples as one seamless process is of considerable value in making an accurate assessment of site conditions and the extent of ground and groundwater contamination.

Remediation Design and Supervision

Where appropriate, we offer a complete service from the initial site appraisal, through design and remediation contracting supervision services to final verification and approval, enabling most contaminated sites to be returned to beneficial use.

Our knowledge and experience enables us to design schemes using the most appropriate technology in isolation or combination. This may involve bioremediation, stabilisation, vacuum extraction / air sparging, soil washing or, where more appropriate, engineering solutions such as encapsulation or disposal may be utilised. Our site supervision ensures the site remediation is undertaken to a clearly defined specification, so that the scheme fully meets regulatory authority requirements and our client's objectives.


Waste

Often the successful commercial implementation of a regeneration scheme will be very much be dependent upon the development of detailed Waste Minimisation and Management Plan. This requires an evaluation of the geotechnical constraints, together with a detailed knowledge of the extent and levels of contamination, including ground gassing, in order to optimise the use of materials on a particular site, minimise importation of externally sourced materials and maximise developable land.

IPPC

Following the a major change in the Environment Agency's PPC policy in August 2003, a new type of Application Site Report and also a "Site Protection and Monitoring Plan", which needs to be kept during the lifetime of the permit, are required.

At TEC we have the expertise to produce the new style reports that conform with IPPC Guidance H7 by drawing upon our established contaminated land assessment skills.

Environmental Statements

The Town and Planning (Environmental Impact Assessment) Regulations, 1999, have led to an increasingly greater weight being given to environmental issues within the planning process. At TEC we are able to provide input regarding the site assessment, Screening and Scoping processes as well as the Environmental Statement itself. While we are able to provide input on the geological, hydrogeological, contaminated land, engineering and waste issues, our strong (informal) links with other environmental, legal and planning consultants together with transportation, civil and structural engineering professionals provides the overal capability for us to provide all the sevices required to undertake an Environmental Impact Assessment.
